பின்வரும் இரண்டு செய்திகளிலும் தற்கொலை முயற்சி நடந்திருக்கிறது. முதல் செய்தியில் தற்கொலைக்கு முயன்ற பெண் மீது எந்த வழக்கும் கிடையாது. இரண்டாவது செய்தியில் தற்கொலைக்கு முயன்ற ஆண் மீது வழக்கு என்று சொல்லப்பட்டிருக்கிறது.

முதல் செய்தியில் காதலனை சேர்த்துவைக்கவேண்டும் என்று காதலி விஷம் அருந்தியிருக்கிறார். இரண்டாவது செய்தியில் பிரிந்த மனைவியை சேர்த்துவைக்கவேண்டும் என்று கணவர் விஷம் அருந்தியிருக்கிறார்.

இரண்டு செய்திகளிலும் நோக்கம் ஒன்றுதான் ஆனால் ஆண் பெண் என்ற பாரபட்சம் காட்டி இந்திய சட்டங்கள் மட்டும் ஒருதலைபட்சமாக செயல்படுகின்றன. ஏன் இந்த பாரபட்சம் என்று புரியவில்லை.

திருச்சி: காதலன் தன்னை ஏமாற்றி விட்டதாகக் கூறி, திருச்சி கலெக்டர் அலுவலகத்தில் விஷம் குடித்து தற்கொலை செய்து கொள்ள, எம்.பி.ஏ., பட்டதாரி பெண் முயன்றதால் பரபரப்பு ஏற்பட்டது. திருச்சி சாலை ரோட்டைச் சேர்ந்த மாரிமுத்து மகள் ராஜேஸ்வரி (23); எம்.பி.ஏ., பட்டதாரி. மண்ணச்சநல்லூரைச் சேர்ந்தவர் குணசேகரன். இருவரும் ஓராண்டாக காதலித்து வந்தனர். காதலில் விரிசல் ஏற்பட்டது.திருச்சி கலெக்டர் அலுவலகத்துக்கு நேற்று காலை ராஜேஸ்வரி வந்தார். கலெக்டர் கார் நிற்கும் இடத்துக்கு சென்று, கையில் வைத்திருந்த மனுவை தூக்கிப் பிடித்தார், இன்னொரு கையில் வைத்திருந்த பூச்சி மருந்தை, "மள மள'வென குடிக்கத் துவங்கினார்.அருகிலிருந்தவர்கள் சத்தம் போட்டவுடன், மகளிர் போலீசார், உடனே அவரைப் பிடித்து, விஷத்தை வெளியே எடுக்க வைத்தனர். ராஜேஸ்வரியை அரசு மருத்துவமனைக்கு கொண்டு சென்றனர். அங்கு அவருக்கு சிகிச்சையளிக்கப்பட்டு வருகிறது. ராஜேஸ்வரி இரண்டு கடிதங்கள் எழுதி இருந்தார். காதலன் குணசேகரனுக்காக எழுதிய கடிதத்தில், "குணா, நான் உன்னை ஒரு சதவீதம் கூட சந்தேகப்படவில்லை உன்னுடன் வாழ ஆசைப்படுகிறேன். நீ முத்தமிட்ட உதடுகளை வேறு யாரும் முத்தமிடக் கூடாது. உன் கைப்பட்ட என் உடலில், வேறு யார் கையும் படக் கூடாது' என, உருக்கமாக எழுதப்பட்டிருந்தது.

கலெக்டருக்கு எழுதிய கடிதத்தில், "என் பெயர் ராஜேஸ்வரி. நானும், குணசேகரும் காதலித்து வந்தோம். திடீரென என்னுடன் பேசுவதை குணசேகர் குறைத்துக் கொண்டார்; பழகுவதை நிறுத்தி விட்டார். காரணம் கேட்டபோது, "அப்போது பிடித்தது பழகினேன்; இப்போது பிடிக்கவில்லை' என்கிறார். நம்பிக்கை துரோகத்துக்கு ஆளாகிய நான், மனமுடைந்து தற்கொலை செய்து கொள்கிறேன். இது என்னைப் போல் படித்து, ஏமாறும் பெண்களுக்கு ஒரு பாடமாக அமையட்டும். நான் இறந்தால், என் காதலனிடமிருந்து மூன்று லட்ச ரூபாய் வாங்கி, என் பெற்றோருக்கு கொடுக்க வேண்டும்' என, எழுதப்பட்டிருந்தது. இச்சம்பவத்தால் திருச்சி கலெக்டர் அலுவலகத்தில் நேற்று பரபரப்பு ஏற்பட்டது.

அருகிலிருந்த மகளிர் போலீஸார் அவரை மீட்டு அரசு மருத்துவமனையில் சேர்த்தனர். கலெக்டர் சவுண்டையா தலையிட்டதால், "காதலன் குணசேகரன் மீது இளம்பெண்ணை காதலித்து ஏமாற்றியதாகவும், தற்கொலைக்கு தூண்டியதாகவும்' கண்டோன்மென்ட் போலீஸார் வழக்குப்பதிவு செய்தனர்.

விஷம் குடித்த கையோடு புகார் அளிக்க வந்தவர் மயக்கம் போலீசார் "டென்ஷன்'

மதுரை:மதுரையில் குடும்ப பிரச்னையால், போலீஸ் ஸ்டேஷனில் புகார் அளிக்க வந்தவர் திடீரென மயக்கம் அடைந்தார். விசாரணையில், அவர், விஷம் குடித்தது தெரியவந்தது.சமயநல்லூர் பர்மா காலனியைச் சேர்ந்தவர் சிவக்குமார்(28). கொத்தனராக உள்ளார். குடும்ப பிரச்னை காரணமாக, இவரது மனைவி, குழந்தைகள் பெங்களூருவில் வசிக்கின்றனர். பலமுறை சேர்ந்து வாழ மனைவியை அழைத்தும் அவர் வரவில்லை. தன்னுடன் சேர்ந்து வாழும்படி கூறுமாறு மாமனார் குடும்பத்தினரையும் சிவக்குமார் வற்புறுத்தினார். இதுதொடர்பாக நேற்று காலை 11 மணிக்கு சமயநல்லூர் போலீஸ் ஸ்டேஷனில் புகார் தெரிவித்தார். நடந்த சம்பவத்தை புகாராக எழுதி தரும்படி போலீசார் கூறினர்.

புகார் எழுதிக் கொண்டிருக்கும்போதே, சிவக்குமார் மயங்கி விழுந்தார். அதிர்ச்சியடைந்த போலீசார் அவரை எழுப்ப முயன்று, பலன் அளிக்காததால் "டென்ஷன்' ஆயினர். "108' ஆம்புலன்சிற்கு தகவல் தெரிவித்தனர். மதுரை அரசு ஆஸ்பத்திரியில் டாக்டர்கள் பரிசோதித்தபோது, விஷம் குடித்திருந்தது தெரியவந்தது. ஸ்டேஷனிற்கு வரும்முன்பே தற்கொலை செய்துகொள்ளும் நோக்கில் சிவக்குமார் விஷம் குடித்து வந்துள்ளார். அவர் மீது சமயநல்லூர் போலீசார் வழக்கு பதிவு செய்ய உள்ளனர்.

நவராத்திரியில் பொம்மையாக்கப்பட்ட பொதுமக்கள்

தமிழக உ ள்துறை அமைச்சகத்தின் 2010 - 2011 ஆண்டு அறிக்கைப்படி தமிழக நீதிமன்றங்களில் 01-01-2009 முதல் 31-12-2009 வரையிலான காலமுடிவில் விசாரணைக்காக காத்திருக்கும் மொத்த வழக்குகளின் எண்ணிக்கை 15,26,287 (தகுந்த புள்ளிவிவரம் செய்தியின் கடைசியில் உள்ளது). இதில் 01/01/2010 முதல் குவிந்த வழக்குகள் இன்னும் எண்ணிக்கையில் சேர்க்கப்படவில்லை.

இதுபோல பல லட்சம் வழக்குகள் தேங்கியிருக்கும் நிலையில் நீதிமன்றங்களுக்கு வழக்கமாக வரும் விடுமுறைகள் அல்லாமல் மிகப்பெரிய அளவில் விடப்படும் விடுமுறைகள் கோடைகாலத்தில் 1 மாதம், நவராத்திரிக்காக 1 வாரம், புதுவருடத்திற்காக 1 வாரம் என்று நீண்ட விடுமுறைகளும் இருக்கின்றன.

சென்னை : சென்னை உயர் நீதிமன்றத்துக்கு இன்று முதல் 17ம் தேதி வரை தசரா விடுமுறை அறிவிக்கப்பட்டுள்ளது. இந்த விடுமுறை காலத்தில் 12ம் தேதி மனுக்களை தாக்கல் செய்யலாம். 13ம் தேதி மனுக்கள் மீதான விசாரணை நடைபெறும் என அறிவிக்கப்பட்டுள்ளது.

இதையடுத்து, பெண் வக்கீல்கள் சங்க தலைவி பிரசன்னா தலைமையில் பெண் வக்கீல்கள் நேற்று தலைமை நீதிபதி இக்பாலை சந்தித்தனர். உயர் நீதிமன்றத்துக்கு தசரா விடுமுறை விடுவதுபோல் குடும்ப நல நீதிமன்றத்துக்கும் அறிவிக்க வேண்டும் என்று கோரிக்கை மனு கொடுத்தனர். வெளியே வந்த பெண் வக்கீல்கள் கூறுகையில், ‘‘நாங்கள் கொடுத்த மனுவை பரிசீலித்த தலைமை நீதிபதி, சென்னை உயர் நீதிமன்ற வளாகத்தில் உள்ள குடும்ப நல நீதிமன்றத்துக்கு வரும் 11ம் தேதி முதல் 17வரை விடுமுறை அறிவிப்பதாக தெரிவித்தார்’’ என்றனர்.

Pendency of cases

For the first time in several years, the number of cases pending as on 31.12.2009 in the Principal seat of Madras High Court is less than the number of cases pending as on 31.12.2008 by 26962 cases in the civil side and 4293 cases in the criminal side. However the pendency of cases in the Subordinate Courts continues to be a cause for serious concern. The details of pending of cases are at Annexure – VI(a), VI(b) and VI(c).

What is Rape ?

The word rape itself originates from the Latin verb rapere: to seize or take by force. According to the feminists Rape is about power, not sex. A rapist uses actual force or violence — or the threat of it — to take control over another human being. Rape is categorized as a crime against humanity.

How can a rapist exercise power on a victim?

A rapist can exercise power on a victim either physically or legally. When it comes to physical rapes since men are physically more powerful than women and this results in a significantly larger percentage of physical rape victims being women .

There are also a lot of instances when a wife wants to illegally exercise her power on her husband and use actual force or the threat of it to take control of her husband. In these instances the wife legally rapes the husband using government backed laws and misusing the state machinery.

What is a legal rape ?

A legal rape is a situation when a person used the legal system to unleash trauma and violence on the victim in order to exercise power on the victim and to control the victim.

How Indian husband are legally raped?

In order to exercise her control and power over her husband ore in some instances punish him for not towing her line Indian wives frequently resort to using her legal power to unleash trauma and suffering on the husband many times over his entire family . Primary among the tools of legal rape are section 498a , DV act of 2005 , Maintenance and Child custody laws.

The symptoms leading to the legal rape have an uncanny similarity to the physical rape of women.

a) The legal rapist is always close acquaintance of the victim in the from of wife , daughter in law or sister-in-law.

b) The victim refuses to abide by the whims of the rapist.

c) The rapist develops deep rooted hatred for the victim and has a desire to control the life of the victim and exercise power over the victim.

d) The rapist uses her legal force to rape the victim.

e) Many times the wife legally rapes the husband impulsively as opportunity presently itself and might later regret the act.

f) Very often the legal rapists say that the trigger for the legal rape was when a husband made them angry, usually by rebuffing a wife’s whims and fancies or toeing her line.

The effects of Legal Rape ?

Just like the symptoms the aftermath if a legal rape is also similar to a physical rape.

Victims of legal rape can be severely traumatized by the assault and may have difficulty functioning as well as they had been used to prior to the assault, with disruption of concentration, sleeping patterns and eating habits, for example. They may feel jumpy or be on edge. After being legally raped, it is common for the victim to experience acute stress disorder, including symptoms similar to those of posttraumatic stress disorder, such as intense, sometimes unpredictable, emotions, and they may find it hard to deal with their memories of the event. In the months immediately following the legal rape , these problems may be severe and very upsetting and may prevent the victim from revealing their ordeal to friends or family, or seeking police or medical assistance. Additional symptoms of Acute Stress Disorder include:

* Depersonalization or dissociation (feeling numb and detached, like being in a daze or a dream, or feeling that the world is strange and unreal)

* Difficulty remembering important parts of the assault

* reliving the assault through repeated thoughts, memories, or nightmares

* Avoidance of things, places, thoughts, and/or feelings that remind the victim of the assault

* Anxiety or increased alertness (difficulty sleeping, concentrating, etc.)

* Avoidance of social life

For one-third to one-half of the victims, these symptoms continue beyond the first few months and meet the conditions for the diagnosis of posttraumatic stress disorder

The facts of legal rape in India

• The incidence of legal rapes of husbands is thousands of percentages higher than that the physical rapes of women. The legal rape has become a profitable industry for the Lawyers and the Legal rapist wives.

• The legal rape system is backed by the government even though there is little difference between raping a woman by physical force and raping man using legal force .

• Physical rape affects one woman , while legal rape affects the family of the man including men , women and children

• In Legal rape the victim of the rape is asked to compensate the female rapist. No legal rapist has ever been [punished in India for committing such a heinous crime .

• The Indian government has no welfare schemes to rehabilitate the victims of legal rape. Instead finds are allocated to encourage females to legally rape husbands and protect them from prosecution for the legal rape.

• Trauma of a legal rape lasts for a entire lifetime and is much more severe than a physical rape. Many times husband are forced take their own lives after being legally raped by the law.

காதலிப்பவனுக்கு ஆபத்து!

காதலித்ததோ 3 மாசம்; காதலியோ 6 மாசம்

கோவை: கோவை சுந்தராபுரம் சத்தியமூர்த்தி நகரை சேர்ந்தவர் கணேசன்(22). லேத் ஒர்க்ஷாப் தொழிலாளி. பிள்ளையார்புரத்தை சேர்ந்த 19 வயது பெண்ணை காதலித்தார். இதற்கிடையே, அந்த பெண் கர்ப்பம் அடைந்தார். திருமணம் செய்யுமாறு, கணேசனிடம் வற்புறுத்தினார். கணேசன் மறுத்தார். பிரச்னை போத்தனூர் காவல்நிலையம் வரை சென்றது. நேற்றுமுன்தினம் இரவு இன்ஸ்பெக்டர் திருமேனி முன்னிலையில், இரு குடும்பத்தினரும் பேச்சுவார்த்தை நடத்தினர். இதில், அந்த பெண்ணை திருமணம் செய்ய சம்மதித்தார்.

இந்நிலையில், நேற்று அதிகாலை 6 மணிக்கு கணேசன், சுந்தராபுரம் மதுக்கரை மெயின் ரோட்டில் உள்ள 80 அடி உயர செல்போன் டவர் மீது ஏறி நின்று, கீழே குதித்து தற்கொலை செய்யப்போவதாக மிரட்டல் விடுத்தார். ‘பெண் 6 மாத கர்ப்பமாக உள்ளார். அவரை காதலித்தே 3 மாதம்தான் ஆகிறது. கர்ப்பத்துக்கு நான் காரணமல்ல’ என்று அவர் கூறியதால் பரபரப்பு ஏற்பட்டது. அப்பகுதி மக்கள் போத்தனூர் போலீசாருக்கு தகவல் தெரிவித்தனர். இன்ஸ்பெக்டர் திருமேனி தலைமையில் போலீசார் அங்கு சென்றனர். கணேசனிடம் பேச்சுவார்த்தை நடத்தினர். கணேசனின் பாட்டி, கீழே இறங்கிவருமாறு வேண்டுகோள் விடுத்தார். ஒரு மணி நேர போராட்டத்துக்கு பிறகு அவர் கீழே இறங்கினார். பொது அமைதியை கெடுத்து, தற்கொலை மிரட்டல் விடுத்ததற்காக அவர் மீது வழக்கு பதிவுசெய்து, போலீசார் அவரை கைது செய்தனர்.

சென்னைவாசிகளுக்கு ஒரு விடிவுகாலம்

வீட்டிற்கு வந்த மருமகள் எப்போது பொய் வழக்குப்போட்டு குடும்பத்தோடு நம்மை புழல் சிறைக்கு அனுப்புவாளோ, தன் மனைவி எப்போது பொய்வழக்குப் போட்டுத் தன்னை சிறையில் தள்ளுவாளோ, காதலிக்கும் பெண் எப்போது தன்மேல் கற்பழிப்பு வழக்குப்போடுவாளோ என்று அஞ்சி நடுங்கி பயம் என்னும் இருளில் ஒவ்வொரு நாளும் வாழ்ந்துகொண்டிருக்கும் சென்னை வாசிகள் கொஞ்சம் நிம்மதியாக மூச்சுவிடலாம்.

இப்போதுதான் சென்னை நகர காவல்துறைக்கு பெண்கள் போடும் பொய்வழக்குகள் பற்றி லேசாக விழிப்புணர்ச்சி ஏற்பட ஆரம்பித்திருக்கிறது. முதலில் இவர்களுக்கு விடியல் ஏற்பட்டால்தான் பொதுமக்களின் வாழ்வில் விடிவு ஏற்படும். அதுவரை இந்தியாவில் திருமணம் செய்யும் இளைஞர்களின் வாழ்க்கை இருளில்தான் இருக்கும்.

Sparring live-in partner increasingly knocking police doors: CoP

CHENNAI: If living-in is on the rise in the city, so are the disputes between co-habitating partners who are increasingly knocking on the doors of the cops with their grievances, commissioner of police T Rajendran said on Wednesday. According to him, tiff between such partners as well as spouses formed a bulk of the complaints the city police received each day. Easy access to new relationships due to advancing techonology, he said, was primary responsible for discord among partners, even in lower middle class families.

"We refuse to register FIR when people approach us with such complaints. In most cases, misunderstanding is the cause of the rift and we engage counsellors to talk to them. We are able to save a lot of relationship through counselling," Rajendran said. He was talking to reporters on the sidelines of a 12-day training programme for 15 counsellors, conducted jointly by the city police and social welfare department. He said the changing lifestyle of Chennaiites had contributed to the increase in the cases of family disputes. Apart from discord between couples, cases of disputes between siblings, parents and their children and between couples and their in-laws were also prevalent, he said. Even homosexual partners, the commissioner said, had started approaching the police for redressal of their grievances.

"From the day I took over as commissioner of police, I have been giving importance to counselling. It is not right to register an FIR for disputes within family members. I recall a case, where a young north Indian woman was on the verge of wrecking her family because of a misunderstanding she had with her husband. When our counsellors sat with them, she realised her mistake and was happy to continue living with her husband.

Counsellors make the work of the police easier and hence we are going to give them professional training," Rajendran said. The 15 selected members of family counselling centres will undergo training for the next 12 days at Greenways Road. A private organisation, 4M, will train them.
